Soft and hard are different campaign buckets
Soft and hard declines share the campaign attempt book. Soft % = soft ÷ attempts. Hard % = hard ÷ attempts. Type all three.

What you type
Soft — soft / retryable declines on the campaign in the window.
Hard — hard / terminal declines on that campaign in the same window.
Attempts — total campaign auth attempts in that same window.
Soft % = soft ÷ attempts × 100. Hard % = hard ÷ attempts × 100. Widen retry or kill tokens when a bucket owns the book — do not invent a bucket chip.
What not to do
Do not invent bucket %. Do not mix soft into hard. Do not treat checkout CIT declines as campaign attempts without a rule. Do not average every campaign when one owns the hole.
